Madera County Pandemic Assistance Grant This grant program is for businesses impacted by COVID-19 and are located in Madera County, City of Chowchilla and  City of Madera. If your business has not received disaster relief funding such as Paycheck Protection Program, SBA Economic Injury Disaster Relief Loan or any other CARES Act funded business assistance program you may be eligible for a $5,000 or $10,000 grant.

$5,000 grant for up to 20 full-time employees

$10,000 grant for 21-50 full-time employees

If you are in need of economic support to help overcome the temporary loss of revenue Low interest disaster loans to help business recover from declared disasters. SBA’s Economic Injury Disaster Loans offer up to $2 million in assistance. The interest rate is 3.75% for small business

SBA Economic Injury Disaster Loans to provide relief to U.S. agricultural businesses

SBA will begin accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications on a limited basis only to provide relief to U.S. agricultural businesses.

At this time, only agricultural business applications will be accepted due to limitations in funding availability and the unprecedented submission of applications already received.

 

The new eligibility is made possible as a result of the latest round of funds appropriated by Congress in response to the COVID-19 pandemic.

  • Agricultural businesses includes those businesses engaged in the production of food and fiber, ranching, and raising of livestock, aquaculture, and all other farming and agricultural related industries (as defined by section 18(b) of the Small Business Act (15 U.S.C. 647(b)).
  • SBA is encouraging all eligible agricultural businesses with 500 or fewer employees wishing to apply to begin preparing their business financial information needed for their application.

SBA has resumed processing EIDL applications that were submitted before the portal stopped accepting new applications on April 15 and will be processing these applications on a first-come, first-served basis. This will help meet capital needs caused by the declared disaster and help pay financial obligations and operating expenses had the disaster not occurred. EIDL does not replace lost revenue, profits or fund expansions. Loans limited to $2m, less business interruption insurance and other recoveries. Requires collateral. Apply online.

California Capital Access Program for Small Business (CalCap)

The California Capital Access Program for Small Business (CalCAP SB or Program) encourages banks and other financial institutions to make loans to small businesses that have difficulty obtaining financing. If you own a small business and need a loan for start-up, expansion or working capital, you may receive more favorable loan terms from a lender if your loan is enrolled in the CalCAP Loan Loss Reserve Program. This program helps communities by providing financing to businesses that create jobs and improve the economy. CalCAP is a loan loss reserve program which may provide up to 100% coverage on losses as a result of certain loan defaults. With CalCAP portfolio support, a lender may be more comfortable underwriting small business loans. Check to see if your lender participates in (CalCap) if not it’s easy to get signed up. Click here. USDA Business & Industry Loan Guarantees This program offers loan guarantees to rural businesses.

What is considered an eligible area?
  • Rural areas outside of a city or town with a population of fewer than 50,000 people.
  • The borrower’s headquarters may be based within a larger city as long as the project is located in an eligible rural area.
  • The lender may be located anywhere in the United States.
  • Projects may be funded in rural and urban areas under the Local and Regional Food System Initiative. Check eligible addresses for Business Programs.
How may guaranteed loan funds be used?
Eligible uses include (but are not limited to):
  • Business conversion, enlargement, repair, modernization or development.
  • The purchase and development of land, easements, rights-of-way, buildings or facilities.
  • The purchase of equipment, leasehold improvements, machinery, supplies or inventory.
  • Debt refinancing when refinancing improves cash flow and creates jobs.
  • Business and industrial acquisitions when the loan will maintain business operations and create or save jobs.

Federal Income Tax Extension Taxpayers do not need to file any additional forms or call the IRS to qualify for this automatic federal tax filing and payment relief. For additional time to file beyond the July 15 deadline, send in a Form 4868 through a tax professional, tax software or using the Free File link on IRS.gov. State Income Tax Deadline Extended FTB is postponing until July 15 the filing and payment deadlines for all individuals and business entities for: 2019 tax returns, 2019 tax return payments, 2020 1st and 2nd quarter estimate payments, 2020 LLC taxes and fees, 2020 Non-wage withholding payments. Taxpayers do not need to claim any special treatment or call FTB to qualify for this relief. Taxpayers claiming the special COVID-19 relief should write the name of the state of emergency (for example, COVID-19) in black ink at the top of the tax return to alert FTB of the special extension period. If taxpayers are e-filing, they should follow the software instructions to enter disaster information.

EDD Tax Filing Extension  Employers experiencing a hardship as a result of COVID-19 may request up to a 60-day extension of time from the EDD to file their state payroll reports and/or deposit state payroll taxes without penalty or interest. A written request for extension must be received within 60 days from the original delinquent date of the payment or return.

Anti-Price Gouging Guidance for Online Marketplace Platforms and Consumers Anti-COVID-19-related price gouging guidance for online marketplace platforms and consumers. By state law, Penal Code 396, for a period of 30 days after a declared state of emergency no person or business entity may do any of the following:

  • Sell or offer to sell  consumer items at a price greater than 10 percent of the price charged for those items immediately prior to the declaration of emergency.
  • Offer contracted repair or reconstruction services at a price greater than 10 percent of the price charged for those services immediately prior to the declaration of emergency.
  • Increase the rate of hotel rooms greater than 10 percent of the charge for those rooms immediately prior to the declaration of emergency.
  • Increase the cost of rental housing greater than 10 percent of the cost of that housing immediately prior to the declaration of emergency.
  • Raise the cost of rental housing at a price greater than an evicted tenant was charged.

The time period for these restrictions can be extended for an additional 30 days if needed.

Small Business Paycheck Protection Program

Reopened April 27th.

The Paycheck Protection Program provides small businesses with funds to pay up to 8 weeks of payroll costs including benefits. Funds can also be used to pay interest on mortgages, rent, and utilities. Funds are provided in the form of loans that will be fully forgiven when used for payroll costs, interest on mortgages, rent, and utilities (due to likely high subscription, at least 75% of the forgiven amount must have been used for payroll). Loan payments will also be deferred for six months. No collateral or personal guarantees are required. Neither the government nor lenders will charge small businesses any fees.
